Uzbekistan has enacted a dedicated law to regulate real estate brokerage activities, following its passage by the Legislative Chamber on July 1, 2025, and subsequent approval by the Senate on April 7, 2026.

The regulation is designed to govern relations within the real estate sector, elevate service quality, and ensure transparency across the property market. Under the new framework, brokerage activities must adhere to the core principles of legality, objectivity, data confidentiality, and the prevention of conflicts of interest. Key pillars of the state's strategy include expanding the real estate services market, amplifying the role of professional public associations, digitalizing the sector, and training qualified professionals.

A major feature of the law is the introduction of a mandatory qualification certificate for realtors. To obtain this credential, which remains valid for five years, candidates must pass a qualification exam administered by a professional public association. Furthermore, the designated state authority will maintain a Unified Registry of brokers, brokerage firms, and real estate agents, which will be accessible online to the public.

The statute also delineates formal requirements for real estate service contracts, the protection of client and third-party rights, and procedures for property sales, leases, and transactions.

The law will officially take effect on November 8, exactly three months after its formal publication. This development follows a related mandate by the Ministry of Justice, which on November 11, 2025, registered a decree establishing requirements for real estate firms engaging in property trust management. Under those regulations, brokerage firms are required to professionally manage real estate assets in the best interest of owners—overseeing leasing, repairs, technical maintenance, and the distribution of income and expenses.
