Local executive power bill has been put for public input. For more accountability of the local executive body to the local representative body, it is proposed to introduce the procedure of a no confidence vote to the mayor.

In this case, it is necessary that at least 1/5 of the total number of deputies of the Councils of people's deputies have the right to express a vote of no confidence in the mayor;

The following 5 grounds for a no confidence vote were established:

  • non-achievement of at least 1/3 of the provincial development program;
  • the legitimate demands of the Council of People's Deputies were not met more than 2 times;
  • violation by a mayor of the code of conduct for civil servants;
  • non-observance by the mayor of the restriction on the occupation of other paid positions and professions;
  • on the basis of a no confidence vote, in accordance with the law, the President of Uzbekistan dismisses the governors of provinces and the Tashkent city mayor, while the mayors of districts and cities are dismissed by the higher authority.
  • the mayor or his deputies had a conflict of interest in public procurement, when spending budgetary funds, the requirements of the law were violated on a large scale;
  • a no confidence vote is to be considered by the Councils of people's deputies within 10 days, and the vote is deemed adopted when at least half of the total number of deputies voted;
