Several payment services and banks have implemented a new feature requiring the mandatory indication of purpose of money transfers between bank cards.

On February 17, the Central Bank sent a letter to banks and payment organizations requiring them to implement mandatory indication of the purpose of p2p transfers in their mobile apps. The document was signed by First Deputy Chairman of the Central Bank Nodirbek Saidullaev.

The order was issued pursuant to the president’s December 10, 2025 Additional measures to promote cashless payments and reduce the share of the shadow economy decree, and following a meeting of the Special Commission.

Banks and payment organizations have been handed directives to add a "transfer purpose" field to their mobile apps for transfers between individuals. Users will be required to select a specific transfer purpose from a list provided in the appendix to the letter.

The letter also contains a warning: in the event of late or incomplete compliance with the requirements, commercial banks and payment organizations may be subject to measures and sanctions stipulated by law. However, this requirement is not reflected in the regulator's regulations.

When transferring money, users are asked to select one of 16 purposes:

  • payment for goods or trade transactions;
  • food and meal expenses;
  • debt repayment;
  • financial assistance;
  • transfer to family or relatives;
  • gift;
  • delivery fee;
  • rent;
  • utility bills;
  • travel expenses;
  • education expenses;
  • medical expenses;
  • charityble donation;
  • tips;
  • entertainment expenses;
  • investment transfers.

However, a number of other banking and payment apps (Payme, Click, Paynet) have not yet implemented this requirement.

The Central Bank's press service said that banks and payment systems may gradually update the functionality of their mobile apps as part of their digital service development, including the introduction of additional parameters for transfers.

The Central Bank has issued recommendations to commercial banks and payment institutions to implement mandatory selection of the transfer purpose in their mobile apps when making transactions.

The regulator noted that the changes were technical in nature and were aimed at improving service operation and ensuring the correct processing of transactions. Each financial institution will determine the format and scope of the updates independently, taking into account the architecture of its app, the statement said.
