The Interdepartmental price Commission under the Cabinet of Ministers has approved new prices for the generation, transmission, distribution and sale of electricity, along with prices and prices for natural gas.
For the first time, a single document lays out rates not only for power plants but also for the trunk and provinceal electricity networks.
The decision was made at the commission's 37th session on July 15, chaired by Deputy Prime Minister and Minister of Economy and Finance Jamshid Kuchkarov. According to the meeting minutes, the price revision was prompted by the increase in gas and electricity prices that took effect on June 1.
How much power plants are paid
An annex to the minutes sets prices for producing one kilowatt-hour of electricity, VAT included. The lowest rate belongs to Uzbekhydroenergo, at 522 soums per kWh.
Among thermal power plants, Talimarjan TPP has the lowest price, at 579 soums. The rate for Thermal Power Stations stands at 834 soums, followed by Novo-Angren TPP at 828 soums, Angren TPP at 947 soums, and Takhiatash TPP at 957 soums.
The highest price among the plants listed belongs to Tashkent TPP, at 1,126 soums per kWh — more than double the rate paid to Uzbekhydroenergo and nearly twice that of Talimarjan TPP.
Navoi TPP has two separate rates: 887 soums per kWh for electricity supplied to Uzenergosotish, and 832 soums for power supplied to Navoiazot.
Transmission and wholesale sales
The price charged by National Electric Networks of Uzbekistan JSC for transmitting electricity through the trunk grid is set at 98 soums per kWh.
Separate sales prices were also set for the single electricity buyer. For the Energosavdo enterprise, that rate is 704 soums per kWh.
Electricity used to cover losses at the distribution system operator is priced at 843 soums per kWh, while electricity to cover losses at the transmission system operator is priced at 735 soums per kWh.
What are provincial electricity distribution costs
The commission separately disclosed prices for the services of Provincial Electric Networks' subsidiaries. These vary considerably by province — from 171 to 410 soums per kWh.
The highest distribution price is in Karakalpakstan, at 2.4 times the lowest rate, which applies in Kashkadarya province.
For the Samarkand provinceal electric networks, managed by Turkey's Aksa Enerji, the price is 278 soums per kWh.
Gas prices
The document covers gas as well as electricity. The commission also approved prices and prices for natural gas.
UzGasTrade will sell gas to Hududgaztaminot at 1.39 million soums per 1,000 cubic meters, VAT included. For Uztransgaz's own needs, the price is set at 1.6 million soums per 1,000 cubic meters.
Uztransgaz's price for transporting gas on behalf of UzGasTrade and other companies is 195,000 soums per 1,000 cubic meters, while transportation through Hududgaztaminot's networks costs 240,000 soums. The document notes that where an international treaty signed by Uzbekistan sets different rates, the treaty's terms will apply.
As of the end of May the cost of producing one kWh of electricity stood at 1,100 soums, and one cubic meter of gas at 2,200 soums. In April 2024, those production costs were estimated at 1,000 soums per kWh and 2,000 soums per cubic meter — meaning energy production costs have risen by 10% over two years.
These production costs include not just the price of generating, transmitting and distributing electricity, but also the cost of gas imports.
As a reminder, at a meeting in October 2023 the president said that a free wholesale electricity market — to be shaped by supply and demand — was planned for launch by 2026. In early 2026, a list was compiled of wholesale consumers using more than 10 million kWh of electricity per year; for these enterprises, officials proposed introducing a mechanism to purchase electricity on the wholesale market through direct contracts with hourly pricing.
