On November 22, President Shavkat Mirziyoyev signed the Organizational measures to develop a program of administrative reforms in New Uzbekistan for 2022-2023 Order.

The document says that it is aimed at "addressing topical issues on the path of consistent administrative reforms, increasing the efficiency of the local governance in a New Uzbekistan by focusing their activities on the effectiveness of ensuring the well-being of the population and creating a "mobile government".

The decree has formed a Republican Commission for Coordination of the Development of the Program of Administrative Reforms, which will be headed by the Prime Minister Abdulla Aripov and Head of the Presidential Administration Zainilobiddin Nizomiddinov.

Working groups, headed by ministers, were also formed to develop proposals on determining the status, improving the structures and optimization of the staffing units of public administration bodies, on the development of digital technologies, openness and public-private partnerships in the activities of public administration bodies, on improving their human resources, on preventing corruption in government bodies and on the cardinal improvement of the activities of local government bodies.

The working groups must prepare well-grounded proposals and submit them to the Presidential Administration by January 20, 2022.

Members of working groups will be completely relieved of their duties at the main place of work, while maintaining all the conditions established by law.

In their work, the groups will study the experience of developed countries and the recommendations and proposals of international institutions. If necessary, the members of the groups will make short-term business trips to other states.

The Republican Commission should review the prepared proposals by February 10, 2022 and by February 20, hold a presentation to the President in each area.

By March 1, a draft presidential decree should be prepared, providing for the approval of the "Roadmap" for the implementation of administrative reforms in New Uzbekistan for 2022-2023.

Uzbekistan’s Administrative Reform Concept was approved in September 2017 by presidential decree. It is based on the principle "Not the people should serve the state, but the state should serve the people" and is aimed at introducing an effective and transparent system of public administration that ensures reliable protection of the rights and freedoms of citizens, as well as increasing the country's competitiveness in the international arena.
