The Uzbekistan government by its Dec. 31 resolution approved the Regulation on awarding persons who report corruption offenses or otherwise contribute to the fight against corruption, the Ministry of Justice said.
A one-time monetary incentive can be issued in the following cases:
- if a corruption wrongdoing is revealed following a tip to the anti-corruption authorities (General Prosecutor's Office, State Security Service, Ministry of Internal Affairs, Department for Combating Economic Crimes under the General Prosecutor's Office) by a person, when a bribe was demanded from this person or another corruption offense known to whistleblower;
- a person wanted for corruption offense is arrested on the basis of a tip to law enforcement agencies by whistleblower (with the exception of law enforcement officers).
Individuals who report corruption offenses or otherwise contribute to the fight against corruption can be rewarded with a one-time monetary incentive in the amount of 3 to 25 basic calculation values (BCV= 223 thous. soums, or US$ 21).
If the amount of the bribe or damage caused or the value of the appropriated property is more than 100 times the BCV, the incentive is calculated as follows:
- for significant amount - 15% of the property value;
- for large and especially large amount - 10% of the property value.
A citizen can also be recommended for a state award for contribution to the fight against corruption.
The affairs on awarding shall be considered by special commissions created under anti-corruption bodies engaged.
The monetary incentive shall be transferred to the personal account of relator. The Anti-Corruption Agency will keep a record of individuals who reported corruption offenses or otherwise assisted in the fight against corruption.
