Marat Hamdamov, owner of the Imarat Development development company, has been named a suspect and detained under Article 227 of the Criminal Procedure Code in a criminal case handled by the Tashkent Police Department.
The case comes amid complaints that apartments in the company’s projects were not handed over by the deadlines set in contracts.
On Nov. 1, the department’s investigation unit opened a criminal case under Articles 168 and 192-11 of the Criminal Code against the management of Imarat Development, a limited liability company on Buyuk Avlod Shoh Street in Sergeli district. The department told Kun.uz that M.H. and J.A. were detained in the case.
History of the dispute
The dispute began last year, in July 2025, the construction oversight inspectorate found violations at the Sergeli City residential complex in Kuyi Chirchik district, Tashkent province. Work on five blocks was proceeding without required state registration, and specialists found voids in concrete columns, water pooling under a foundation and no drainage system, though the design called for one. The inspectorate ordered the violations fixed and temporarily suspended construction of the blocks.
Hamdamov, who introduced himself as the project’s founder, said work had been suspended temporarily, not halted, and that the company was acting within the law.
In video reports published by Kun.uz, applicants said they had been unable to recover their money for months. Buyers also complained that sales managers presented a project in Kuyi Chirchik district as located in Sergeli and Yangihayot districts of Tashkent city, and a building in Parkent district as located in New Tashkent. Construction at some sites was very slow or stalled at the excavation stage.
Buyers said that when they tried to cancel contracts, the company imposed fines and late-payment penalties and issued guarantee letters that repeatedly pushed back payment dates, then stopped refunds altogether, citing financial difficulties.
In recent days, after regular gatherings of angry buyers outside the company’s head office, the department conducted an inspection and opened the criminal case.
