The bill on income and asset declaring by civil servants has been finalized. The document is currently being prepared for public input, the Director of the Anti-Corruption Agency Akmal Burkhanov announced this at a press conference on February 6.

He added that, according to the April 21, 2025 presidential decree, the bill was supposed to be finalized within a month—by the end of May.

"Indeed, the head of state gave a directive to finalize this bill and submit it for broad public input before submitting it to parliament. Since our agency initiated the draft, we have completed its revision. We are currently preparing the bill for public input. This authority has been transferred to the Ministry of Justice," Akmal Burkhanov stated.

"We have a general concept and stages for its implementation. This will be a system within which declarations will be submitted by individuals ranging from senior officials to members of parliament and government. The draft was developed back in 2021-2022. At that time, platforms were created, and their functioning and integration were discussed. The platform was launched in pilot mode at the Customs Committee," he noted.

However, after the adoption of the State Civil Service Law, Burkhanov stated, the draft had to be modified.

"The question arose about who exactly is required to submit declarations. The bill provides for keeping a register of civil servants. Based on this register, a list of positions is currently being compiled, and civil servants in ministries and departments are assigned categories and qualification levels. However, this process is not yet complete—in particular, categories for the management level have not yet been determined. Currently, the draft document is undergoing the legislative procedure," the Anti-Corruption Agency chief added.

According to the bill, the state register of civil service positions consists of groups and categories of civil service positions based on the level of the government agency (national, territorial, and district), standardized and classified according to qualification requirements, as well as the qualification ranks of civil service positions.

The register shall be approved by the president and kept by a specially authorized body (the Agency for Civil Service Development under the President, now the for Governance Efficiency Agency).

It is worth noting that the passing of the bill on income declaration for civil servants has not been included in the 2026 State Program.
