Prime Minister Abdulla Aripov presented the short- and long-term Action Program of his Government at the first session of the renewed Legislative Chamber on Thursday.

Following the October parliamentary elections, the government resigned. The President re-submitted Abdulla Aripov's candidacy for the head of government role. 148 out of 150 MPs backed him, 1 abstained and 1 did not vote.

Before the vote, the Prime Minister shared the government's plans until 2030, which are based on the Uzbekistan-2030 Strategy.

GDP

The PM Aripov unveiled the plan to raise the country's GDP to $200 billion by 2030, and per capita income to $5,000, with annual GDP growth at 6-7%.

Projected growth rates of industrial production (6.2%), agriculture (4%), services (14%) and construction (10%), with inflation rate at 5-6% annually.

The consolidated budget deficit will not exceed 3%. It is expected that the annual volume of lending will increase to $30 billion with a fourfold increase in bank deposits.

Projected figures in foreign investment - $110 billion and in public-private partnership terms - $30 billion.

The investment portfolio will be doubled through the establishment of mutual and venture funds. It is projected to increase the volume of securities trading to $8 billion.

By 2030, exports are projected to double - to $45 billion.

Increasing the number of exporters from 6,500 to 15 thousand and the share of finished products in exports.

Industry

Implementation of 500 large industrial projects worth $150 billion.

Increase in added value in industry from 20 billion to 45 billion dollars.

Policies will be taken to create more than 2.5 million high-paying jobs.

Work will continue to expand the scale and efficiency of geological exploration, as well as the development of natural resources. In particular, copper production will be raised by 3.5 times, gold production - by 1.5 times, silver and uranium - by 3 times.

Copper enrichment and smelting plants in Almalyk, a copper processing cluster in Akhangaran, iron production complexes in Tebinbulok and Gallyaral will be built and put into operation.

A target program will be developed for 2025-2030 to significantly increase the mineral resource base.

56 investment projects with a total value of 24 billion dollars will be implemented in the chemical industry as part of the program. In particular, large chemical-polymer clusters will be built in Navoi, Kungrad and Karakul, as well as enterprises for the production of finished products with high added value from phosphate raw materials in Tashkent and the Navoi region.

Power generation

Construction of hydroelectric power plants and micro-hydroelectric power plants. In 2025, construction of two hydroelectric power plants with a total capacity of 1200 MW will begin in cooperation with China Southern Grid.

42 green generation facilities with a total capacity of 20 GW are being built in the country with foreign investment worth $21 billion.

Upgrading the total capacity of renewable energy sources (solar, wind and hydroelectric power plants) to 24.2 GW. As a result, by 2030, the share of green energy in generation will exceed 60%.

A portfolio of 34 projects with a total value of $3 billion will be implemented to develop power grids.

These projects will save 19 billion cubic meters of natural gas annually and reduce emissions of harmful substances into the atmosphere by 35 million tons.

Support for business

Development of factoring and provision of working capital. Through the expansion of factoring, businesses will be provided with 20 trillion soums of working capital, and exporters will be provided with additional resources in the amount of 1 billion dollars.

By 2025, the number of entrepreneurs with a high rating will reach 15 thousand, and by 2030 - 30 thousand.

A system of mortgage lending for services will be adopted for entrepreneurs in the tourism, trade and service sectors.

The share of the private sector in the economy will increase to 85%.

IT

The goal is to increase the export of IT services to 5 billion dollars by 2030.

Implementation of 5G networks, development of artificial intelligence and creation of jobs in the IT sector.

Development of the strategy Space Research and Technology - 2035.

Expanding the use of space technologies in the economy.

Agriculture

Facilitating agribusiness, adopting modern technologies and developing infrastructure.

The yield per hectare is expected to average 45-50 centners of cotton and 80-85 centners of grain.

By 2030, it is projected to increase agricultural exports to $10 billion, and product processing to 25%.

Saving water resources through drip irrigation, concreting canals and modern processing methods. This will save 15-20% of water and increase yields by 1.5 times.

Introduction of 300 thousand hectares of new land into agricultural circulation. Forage, medicinal, oilseed, leguminous crops, rice, grain, vegetables and melons will be grown on these plots. Intensive gardens and vineyards will also be created.

Increase in food production by 2 times, exports - by 5 times.

Tourism

Tourism will become the driver of economic development, its contribution to GDP will reach 5%, and the number of foreign tourists - 15 million people per year.

Creation of large tourist clusters, development of eco- and cultural tourism.

Restoration of 745 cultural heritage sites and bringing their number to 2500.

Socio-economic development of territories:

Bringing the number of residential areas New Uzbekistan to 100. Commissioning of a total of 750 thousand apartments with an annual construction of 150 thousand apartments.

In total, over the next five years, 350 thousand families in need of housing will be provided with mortgage loans totaling 85 trillion soums.

More than 100 thousand low-income families will receive subsidies totaling 12 trillion soums.

Transport infrastructure

Developing a strategy for the development of public transport until 2030.

Purchase and production of 5,000 buses and 2,000 electric buses. Establishing the production of electric trains, electric buses, buses, and minibuses together with foreign partners.

Implementation of the China-Kyrgyzstan-Uzbekistan railway project.

Increasing the volume of freight traffic to 15 million tons.

Construction of a new international airport in Tashkent capable of servicing 40 million passengers per year.

Transfer of the airports of Andijan, Bukhara, Navoi, and Urgench to trust management within the framework of a public-private partnership.

Increasing the number of flights and air passengers by 4 times by 2030.

On the basis of PPP, projects will be implemented for the construction of toll roads in the directions of Tashkent - Samarkand and Tashkent - Andijan, as well as new railway lines for high-speed trains on the routes Tashkent - Samarkand and Samarkand - Navoi - Bukhara.

Social support

Reducing poverty, creating new jobs and implementing social programs will remain the main priorities of the government.

Modern pedagogical and digital technologies.

In 2025, it is projected to reconstruct and build 553 schools and kindergartens for 4 trillion soums from the state budget, and another 252 kindergartens - at the expense of international financial organizations.

The share of children covered by pre-school education will be raised to 80%.

To provide schools and kindergartens with clean drinking water and modern sanitary and hygienic infrastructure, 100 billion soums will be allocated annually from the republican budget.

The share of teachers with higher education in secondary schools will be raised to 95%.

A unified continuous system for training teachers for all levels of education, from preschool to higher education, will be created, including a system for advanced training.

The coverage of young people with higher education will be raised from the current 38% to 50% by 2030.

Scientific research in universities will be stepped up, and the scientific potential of higher education institutions will be raised to 70% by 2030.

Full implementation of the state health insurance system in stages until 2027.

Full digitalization of the healthcare system, implementation of electronic cards and medical services.

Increasing the share of local production of medicines to 70% by 2030.

Implementation of initiatives to support people with disabilities and the formation of an inclusive society.

By 2030, involving 10 million young people in sports, the share of the population engaged in sports will reach 36%.

Poverty reduction

By 2030, the poverty rate is projected to be reduced from the expected 9% to 5%.

Teaching foreign languages, skills and professions to children from low-income families. Allocation of 50 thousand hectares of land to needy families, provision of equipment for small-scale production.

Lifting 1 million people out of poverty in 2025.

Policies to keep the unemployment rate within 5-6% range until 2030.

Labor migration

Facilitating training of work emigrants in professions and languages.

Assistance in the employment of more than 600 thousand women in 2025.

Environment

In 2025-2027, dust and gas cleaning devices will be installed at 120 large industrial enterprises.

10 million seedlings will be planted in the territories of more than 1,000 industrial enterprises and adjacent areas to create green belts.

By 2030, it is projected to increase the level of greening in the country to 30%.

Planting 200 million seedlings annually as part of the Yashil Makon (Green Space) project, restoring green cover on 2.3 million hectares in the Aral Sea region.

Projects for recycling household waste, with the production of electrical energy and other products will be implemented in all regions.

Defense and security

Implementation of the Safe City concept and development of the defense industry.

Strengthening public order and security in the country.

At the end of his speech, Abdulla Aripov emphasized that the president had outlined priority strategic goals for the government.

The work of all executive bodies at all levels will be effectively organized to fulfill the goals set before the government, and the responsibility and personal accountability of leaders will be strengthened. The government’s activities will be built on a completely new system defined by you, he said.

According to him, transforming the government into a true servant of the people and solving the concerns and problems of ordinary people will remain the main criteria of our work.

On January 21, the Legislative Chamber approved the candidates for members of the government of Uzbekistan submitted by the president. The President of Uzbekistan signed a decree on their appointment. The current composition of deputy prime ministers and ministers has not changed (list).

On January 20, the president evaluated the work of the previous government and defined priority goals for the next five years.
