During its 18th plenary session, the Senate approved the constitutional International Center for Digital Technologies bill.
According to the Senate's press service, the bill was initially reviewed during the 17th plenary session before being sent back to the Legislative Chamber with revision proposals. A joint reconciliation commission—comprising both senators and deputies—subsequently finalized the document in cooperation with relevant government agencies and organizational stakeholders.
The constitutional bill establishes a comprehensive legal framework rooted in English common law principles for the Enterprise Uzbekistan International Center for Digital Technologies, which operates within the IT Park territory.
Under the new bill, the President of Uzbekistan retains executive authority via decrees and resolutions to establish the Center, launch its operations, alter its boundaries, direct its strategic management, and appoint its key officials.
The bill also implements a flexible tax and customs regime. This framework includes tax exemptions for specific business activities alongside streamlined import procedures for specialized equipment, technologies, and materials.
A "single-window" system will be launched to manage participant registration and administration. Furthermore, the bill has proposed robust legal guarantees to safeguard investments and intellectual property.
The initiative is projected to drive Uzbekistan's digital services exports to $5 billion by 2030. It is also expected to generate over 300,000 high-income jobs, providing talented local youth with globally competitive salaries without needing to go abroad.
By anchoring property and intellectual rights in international legal standards, lawmakers aim to attract major multinational tech giants such as Apple, Google, Microsoft, and Amazon directly to the Uzbek market. Senators emphasized that the new regulatory regime will significantly boost the IT sector's share in the national GDP, accelerate foreign direct investment, and expand the country's footprint in global IT service exports.
