The National Agency for Promising Projects has become a regulator of insurance, capital, crypto-assets and e-commerce sectors in Uzbekistan without any regulation providing it the above entitlements. There is no regulation that restrains, regulates NAPP’s activities, prevent conflicts of interest. Therefore, in practice, the agency can play any tune it wants, conduct any experiment it wants, both officially and unofficially.
Now no one remembers that in 2017 this agency was created for completely different tasks and goals.
Then, especially in the last 3 years, one by one, it was provided new powers, transferred from others, its leadership was empowered with extraordinary administrative resources, and turned into a super-regulator. During this process, no one said, let’s stop for a bit, and have a law about a super-regulator, let's insert that it in some law.
Here is the result. We have another bureaucratic dragon that can make any destructive or arbitrary decision it wants at any time. We built the system based not on laws, but on loyal individuals.
We will definitely face the consequences, and there will be a price to pay.
The director of the National Agency for Promising Projects Dmitry Lee were allegedly the target of an assassination attempt along with he former head of the Information Policy Department of the presidential administration, Komil Allamjonov.
