President Shavkat Mirziyoyev familiarized himself with the presentation of public-private partnership (PPP) projects in the social sphere, including healthcare Friday.
In an interview with the Uzbekistan 24 TV channel, the Health Minister Asilbek Khudayarov told that 90% of the dental services market is occupied by private businesses, 75% in the field of otolaryngology, and 50% in laboratory services.
He emphasized that the introduction of PPP in healthcare will attract investment and improve the quality of medical services.
"Today, there are 24 specialized medical centers in the country. A joint analysis with the Ministry of Economy and Finance showed that patients spent an average of 10-12 days in republican hospitals, while in private clinics this period is 5-7 days. In addition, the number of employees in public institutions is higher than in private ones,” he said.
At the request of the president, together with consultants from the Asian Development Bank, it is planned to hold an international tender for the management of five of the largest republican specialized medical centers within the framework of a public-private partnership.
“As a result, it will be possible to modernize the management system in these centers,” the minister said.
Asilbek Khudayarov indicated that in 2020-2024, the volume of investments in the healthcare sector within the framework of the PPP amounted to $59.7 million. In 2025, measures have been identified to implement 7 projects worth $1.33 billion.
In particular, it is planned to build modern multidisciplinary clinics in Tashkent, Fergana, Bukhara, Andijan and Samarkand.
In addition, it is planned to transfer the services of central polyclinics in the regions that are not related to medical activities to the private sector. This includes outsourcing services for organizing meals for patients, laundry, equipment maintenance and security. This will affect family, multidisciplinary and central hospitals.
“This will allow us to save budget funds and improve the quality of services,” the minister said.
