President Shavkat Mirziyoyev at the government meeting on August 4 announced the launch of a "completely new" system of training and advanced training for civil servants, his spokesman Sherzod Asadov said.
“In today's rapidly changing world, new problems and issues arise every other day. Therefore, each specialist should improve and acquire new knowledge,” the head of state said.
To date, only 20% of civil servants have improved their qualifications, among managers this figure is less than 1%, and their deputies - less than 5%. In addition, more than 50% of those who completed advanced training courses are dissatisfied with the quality of education.
In this regard, the Academy of Public Administration under the President, which is a key educational institution, will be transformed "based on the most advanced foreign experience."
At the meeting, Suma Chakrabarti, former head of the EBRD and presidential adviser on economic development, good governance and international cooperation, presented his proposals on this issue via conference call.
Responsible persons were instructed to create joint educational programs with foreign partners and educational centers within one month, as well as to develop new educational programs involving foreign specialists and train 5,000 civil servants by the end of the year.
The Cabinet of Ministers within two months should consider the activities of 110 training centers in the system of ministries and approve a targeted program for updating training programs and methods, with the involvement of qualified specialists.
“The issues discussed today are an important factor in increasing the effectiveness of our reforms,” the president said.
Shavkat Mirziyoyev instructed the head of the presidential administration, Sardor Umurzakov, to complete administrative reforms to introduce a "compact, professional, fair, result-oriented management system" by the end of the year.
At the same time, the task was set to "rigorously ensure the execution of decisions and instructions of the president" by opening the Inspectorate of Control.
The Civil Service Law, which also provides for the declaration of income, should have been adopted back in September 2017. Only in May 2022, the Senate approved the State Civil Service Law, which establishes the service to the people as one of the principles of the civil service, introduces the requirement to declare income and property, evaluate activities based on KPI and prohibit the employment of persons who have committed corruption crimes. The document has not yet been signed by the president.
