At the conference "Uzbekistan: Rapid Reforms in Five Years" on October 5, the Minister of Justice Ruslanbek Davletov spoke about improving the system of public administration in the country.

As part of the administrative reform In 2017-2021, aimed at increasing the efficiency of the state apparatus, 110 ineffective interdepartmental bodies were abolished, but at the same time 10 new ministries and departments were created. The Minister of Justice believes that the government should be compact.

“First, the government must be compact. A very large state apparatus is not suitable for Uzbekistan. This is expensive. Rather, we need to focus on developing the economy. The more government agencies there are, the more difficult it will be to advance the economy, the more difficult it will be for a business to work, ”he said.

According to him, a state body means "bureaucracy, as well as additional powers and management functions."

“So in this regard, we need to 'pull out the hands that are sunk in corruption due to bureaucracy. We must eliminate negative factors. We must make it a priority,” Ruslanbek Davletov said.

The minister also stressed that it is necessary to expedite the decentralization process.

“You don't have to come to Tashkent for everything. Now, in order to simply cross the border, to obtain conclusions in the field of veterinary and sanitary, if necessary, they come to Tashkent. Even if not the person himself arrives, then his document comes. This is a very wrong. Therefore, we need to optimize it and create a system that is convenient and easy for people,” he said.

He also underscored the transfer of six state functions to the private sector.

“We must continue this. In many cases, the private sector performs better than the state. For example, in the case of [private] notaries, there were many who opposed it. They started to work, there are drawbacks, we are "tuning", standing behind them and managing. But it does have an effect. In other words, on behalf of the state, notaries certify actions that are of great legal importance and have legal consequences, ”the minister said.

According to him, if the state has succeeded in transferring such heavy functions to notaries, then this can be done in other areas as well.

“We can also transfer in the field of public services. In many countries, prisons have even been transferred to the private sector. I am not suggesting this, do not think otherwise. I want to say that we need to collaborate boldly with the private sector,” he said.
