At the videoconference meeting on April 20, President Shavkat Mirziyoyev instructed the Special Republican Commission to Combat Coronavirus to gradually ease lockdown measures in provinces, districts and cities where no cases of coronavirus were detected or the epidemiological situation has improved, the presidential press service said.
At the sites that have restored their activity, work will be carried out with strict compliance with sanitary and hygienic rules.
It will be allowed to continue all types of construction work subject to the full observance of lockdown rules. The Interior Ministry was instructed to facilitate the movement of vehicles of industrial enterprises and manufacturers of building materials.
The construction industry is one of the main recruiters and pillars of the economic stability, the press service notes. It provides jobs for about 1.33 thousand people and supports employment in other industries.
In Q1 of this year, the volume of construction work increased by 6.5%, but it is 4 pp lower compared to the same period last year, the statement said. This year it is planned to build multi-storey housing with 30 thousand apartments. However in 25 cities, land plots for their construction have not yet been allocated. Mortgage applications have been slow.
Shavkat Mirziyoyev pointed to the need for the swiftly rectify these shortcomings, and has defined a mechanism, according to which the State Fund for Supporting the Development of Entrepreneurship will partially refund contractors the interest on loans and an indemnity of up to 50% of the loan amount.
He noted the necessity to extend the mortgage term from 15 to 20 years, raising the upper limit of the mortgage amount based on market rules.
Instructions were given to improve the quality of construction, accelerate the implementation of the rating system for industry enterprises and switching over to the e-tender system.
The meeting also discussed issues related to the building materials market. During the quarantine period, the volume of production at construction materials enterprises decreased by 30-40%, respectively, the sales of raw materials fell.
Directions are given for the launch this year of 7 projects for the production of energy-efficient building materials and the designing of future facilities, taking into account the use of such materials.
During the quarantine period, 1.5 trillion soums were contributed from the Anti-Crisis Fund for the construction of engineering and communications infrastructure, including 500 billion soums for 55 water supply projects and 1 trillion soums for 1547 road construction projects. The President noted the importance of speeding up the process of finding contractors and the early start of construction work.
