President Shavkat Mirziyoyev called for clearer language in government agencies, more practical language teaching and better Uzbek-language tools for science and technology in a message marking the Uzbek Language Day.
“Respect for the state language must also show in the quality of government services,” he said.
Laws, decrees, resolutions, directives and replies to inquiries should be written in fluent, precise and understandable language so the public do not struggle to grasp official documents, the message said.
In education, he said the focus should be on students’ reading, comprehension, speaking and literate writing skills. Textbooks and teaching methods should reflect the different needs of children who speak Uzbek as a mother tongue and those learning it as the state language.
The message also called for wider access to modern scientific sources and quality translations in Uzbek, including in medicine, engineering and economics. It urged cooperation among scientists, linguists, translators and subject specialists on terminology.
On technology, it called for collecting quality text and speech samples and developing electronic dictionaries, translation and editing tools, and speech-to-text and text-to-speech technology.
“The quality of artificial intelligence tools in the official language is measured by how accurately and usefully they help people,” the message said. Copyright and personal data protection are also important in building such resources, it added.
The president noted that Uzbekistan is a shared homeland for people of many ethnic groups. Support for Karakalpak and other languages should go hand in hand with creating good conditions for learning Uzbek, he said.
He thanked scholars, teachers, translators, writers, journalists, publishers and information technology specialists working to advance the language.
The message said the language’s development requires better literacy in education, clear language in government agencies, more quality scientific literature and improved digital technology.
