President Shavkat Mirziyoyev in his remarks today, Oct. 9 at the Summit of the Commonwealth of Independent States (CIS) proposed creating a joint center to respond to cross-border cybercrime and fraud.

“Fraud committed using information technology is already causing serious harm to individuals and businesses and threatening the stable operation of our countries’ financial systems,” Mirziyoyev said.

He proposed that the Council of Interior Ministers be tasked with quickly developing measures to set up a CIS Joint Communication Center.

On trade, he called for the free trade zone to operate fully by removing technical barriers, recognizing conformity certificates mutually and widening access to public procurement. He also proposed a mechanism for advance notification and consultation before any country restricts exports of food and fertilizers.

Mirziyoyev backed creating a single CIS transport information system and supported Turkmenistan’s initiative to declare 2029 the Year of Transport Connectivity. He also called for a long-term energy forecast covering the next several decades.

“We favor the rapid deployment of low-carbon technologies and the development of closed-cycle production,” he said, proposing a CIS concept for cooperation on resource efficiency and the circular economy.

He also proposed a “Cultural Policy and Creative Industries” forum.

The summit was chaired by Turkmenistan’s President Serdar Berdimuhamedov. Leaders of Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan and Russia attended, as did Armenia’s prime minister and the CIS secretary-general.

Background: Mirziyoyev arrived in Turkmenistan on Oct. 7. The next day he attended the eighth Central Asia-Azerbaijan Summit in Avaza. Uzbekistan and Turkmenistan the same day signed an agreement to establish a High-Level Strategic Partnership Council.
