President Shavkat Mirziyoyev signed the Measures Aimed at Improving Uzbekistan’s Position in Global Rankings and Indices Decree. The document highlights the absence in Uzbekistan of a “holistic assessment system of compliance of reforms with international criteria and standards.”

The decree has approved the creation of a National system for monitoring and evaluating Uzbekistan’s rankings in global ratings, which will include criteria and subindices of major global rankings and allow "to measure quality and effectiveness of governance and policies, assess reforms and set out priority areas to reform."

Vvarious Uzbek research institutes, will be tasked to identify factors (including legal barriers) that hamper Uzbekistan to improve in rankings, to develop national indices for self-assessment and to conduct sociological surveys to identify problems.

International indices portal should be launched before April 1, which should include annual reports on rankings, recommendations from international organizations and experts, best foreing practices  and results of opinion polls, sociological and scientific studies.

In January, a presidential decree approved the list of ministries and departments responsible for improving Uzbekistan’s rankings in global ratings and indices decree: Index of Economic Freedom and Global Competitiveness Report, Ease of Doing Business, OECD Credit Risk Rating, Indices of Rule of Law, Perceptions of Corruption, Human Development, Democracy, Press Freedom, Logistics Performance, E-Government Performance, Industrial Competitiveness, Global Innovation and others.

These ministries have been instructed to annually develop roadmaps to improve Uzbekistan’s position in international rankings. The roadmap for the current year should be prepared within a month.
