The government will allow traffic violation cameras installed by businesses to record drivers who do not wear seat belts from November 1, the Ministry of Justice said, citing a resolution dated October 29.

Under the requirements, violations must be captured in high-definition images that show the driver’s face. Cameras must automatically send the date, time and exact coordinates of each violation to the Administrative Practice system.

The devices must also have a backup power supply lasting at least eight hours in case of an outage, as is required of Road traffic safety cameras, the ministry said.

Traffic violation detection systems began recording unfastened seat belts in October 2023.

Background

Since May 2022, the Traffic Rules have required drivers and front-seat passengers to buckle up before moving off. However, 4.5 years later, legislation still has no fine for passengers who do not wear seat belts. Using seat belts in rear seats, child seats for children under 7 and restraint devices for children aged 7-12 is only recommended.
