State Assets Management Agency has put a student dormitory in Tashkent’s Almazar district up for sale, with an auction scheduled for Nov. 4 at 10 a.m., according to a listing on the E-auksion platform.

The starting price is 195.66 billion soums. Bidders must pay a deposit of 5.87 billion soums, equal to 3% of that amount, the listing said.

The property at 2 Talabalar Street in the Ziyo mahalla, near the Small Ring Road, is part of a four-dormitory complex. It currently houses Dormitory No. 2 of Tashkent State University of Law (TSUL). The buildings total 8,972 square meters on a 1.02-hectare plot, with water, gas, electricity and sewerage connections.

The sale is based on Cabinet of Ministers July 2, 2026 Resolution. The document was adopted in closed form and is not available on lex.uz, the legislation database.

The listing says the buyer will not receive the property immediately. State organizations using the premises must first vacate them after moving to TSUL’s new campus, and only then will the property be transferred. The auction terms give no date for this.

The new campus is to be built in New Tashkent under a presidential decree dated Nov. 26, 2025, with design and construction planned for 2025-2028 and financing from international financial institutions, foreign banks and construction companies.

Background

A foundation-stone ceremony for new buildings of the Ministry of Justice and TSUL was held in New Tashkent on Oct. 17, attended by Justice Minister Akbar Tashkulov. The university’s current campuses are to house the Museum of the History of Law of Uzbekistan, the Dispute Resolution Center of Uzbekistan, and digital law and digital forensic examination centers.
