Uzbekistan is proposing to move to fully cashless fare payment on suburban passenger trains and on suburban and intercity bus routes from Jan. 1, 2030, according to a draft resolution.
Passengers who buy electronic tickets for these services between Jan. 1, 2027, and Dec. 31, 2029, would receive a discount of at least 20%, the draft says. The aim is to encourage the use of electronic payment and ticketing systems, keep a transparent record of passenger numbers and reduce the share of the shadow economy.
The draft also proposes free use of suburban trains in the relevant area for passengers holding an electronic ticket for a long-distance train. They could ride for free for 12 hours before the departure time on the ticket and for 12 hours after arrival at their destination. The procedure is to be developed and implemented by Sept. 1, 2027, with the goal of raising occupancy on suburban trains and making efficient use of rolling stock.
The measures are set out in clause 14 of the draft resolution, which approves a strategy for the comprehensive development of domestic passenger transport by rail, air and road through 2030.
The proposals are so far only in the draft and do not constitute an approved procedure.
