Uzbekistan will cap white sugar imports for food-industry companies at 300,000 tonnes a year from Jan. 1, 2027, under a Cabinet of Ministers resolution that has not been made public.

The July 30, 2026 Resolution splits the quota evenly: 100,000 tonnes each for beverage makers, confectionery makers and other food producers. It allows quotas to be reviewed every six months, based on domestic consumption, capacity use, imports and prices. The government must approve each year’s quotas in November.

The resolution also supports local sugar mills. State bodies and enterprises will buy domestic white sugar first. Loan repayment at Uzsanoatqurilishbank will be extended to five years with a two-year grace period, and up to 50% of interest on foreign-currency loans taken between Aug. 1, 2026, and Aug. 1, 2031, will be covered by a fund of the Entrepreneurship Development Company. The Ministry of Economy and Finance must draft a bill exempting the mills from profit and property taxes until Jan. 1, 2031.

The resolution is marked “for official use only.” Yusupov said local producers first receive tax, customs and credit benefits, which are extended or replaced once they expire.
