The President Shavkat Mirziyoyev signed Measures to further improve national policies in the field of civil aviation Decree Monday. The main development goals for the civil aviation 2030 are:
- increasing the number of passengers served by air transport to 24 million;
- increasing the number of flights on international and domestic routes to 200,000;
- increasing the fleet of aircraft of resident airlines of the republic to 180;
- implementation of the first stage of construction of the new Tashkent international airport.
Furthermore, the decree aims at bringing the level of compliance with ICAO (International Civil Aviation Organization - a UN agency) standards for flight safety in eight areas to an average of 85%.
Tasks of Uzaviation Agency
The Uzaviation civil aviation agency has been given directives to ensure the implementation of ICAO standards and standards in practice, develop aviation rules according to the structure and content of ICAO documents, improve the financial and technical base, improve the qualifications of inspectors, and organize medical examinations of civil aviation personnel in accordance with international standards.
The Agency will be allowed an additional 51 personnel, and the maximum number of management personnel is set at 109 employees. It shall also be allowed to hire foreign experts (no more than 25% of total staff) within the limit of additional personnel.
In accordance with ICAO standards, from April 1, 2026, an aviation medical department specializing in conducting medical examinations of personnel will be set up within the Uzaviation agency.
Tasks of the Uzairnavigation Center
The Decree has set additional tasks to Uzairnavigation for the implementation of the PBN (Performance-Based Navigation) navigation system, based on airspace characteristics and ICAO standards.
The center has been designated as the authorized body in charge of air traffic control in civil aviation of Uzbekistan and a provider of air navigation services.
Development of new regulatory acts
The Ministry of Transport, together with stakeholder ministries and departments, have been handed directives to submit to the Cabinet of Ministers the following draft regulatory legal acts in the prescribed manner:
- by October 1, 2026 – a draft of a new version of the Air Code of Uzbekistan, developed taking into account ICAO standards and based on international experience;
- within one month – a draft government resolution on the approval of the administrative regulations on conducting state policy in the field of civil aviation of Uzbekistan;
- within one month – a draft government resolution on measures to improve the air traffic control system in the republic;
- within two months – a draft government resolution on the creation of an educational institution for the training of pilots and flight attendants.
