The UK-based Metito Utilities Limited was awarded the contract for the project "Construction of sewage treatment facilities on public-private partnership terms in the city of Namangan". The tender results announcement ceremony took place on December 23, the Ministry of Finance said.

The work on this project was carried out with the support of the Asian Development Bank in conjunction with the PPP Development Agency, the Ministry of Housing and Utilities and Uzsuvtaminot JSC in pursuance with the presidential decree of November 30, 2018.

In the first stage of the tender, 23 foreign companies were requested to send bids with prequalification documents (RFQ). Only Metito Utilities Limited from the UK, and the consortium Almar Water Solutions BV from the Netherlands qualified to the second stage.

According to the financial proposals, the pay for availability from Metito Utilities Limited stood at 97.5 billion soums, and from Almar Water Solutions BV - 103.1 billion soums.

On December 20, the interdepartmental tender commission recognized Metito Utilities Limited as the winner of the tender, offering the lowest price for availability fees - $ 9 million per year.

The project cost is estimated at $ 90 million. The validity duration of the agreement will be 25 years, of which the first 2 years are the construction period.

The project provides for the construction of sewage treatment facilities with a capacity of 100 thousand cubic meters per day and a 7.5 km sewer network.

Pay for availability is one of the payment mechanisms in the field of PPP - the state sends a payment to a private party for the possibility of operating a facility.

The main shareholders of Metito Utilities Limited are the International Finance Corporation (IFC), the Japanese corporation Mitsubishi and its subsidiary Mitsubishi Heavy Industries.
