An open electronic register of persons found guilty of corruption crimes will be kept in Uzbekistan. According to the Ministry of Justice, this is stipulated by the president’s July 6 Measures to create an environment of uncompromising attitude to corruption, drastically reduce corruption factors in state and public administration and expand public participation in this area Decree.
Persons included in the register will be banned from:
- being hired to the civil service and awarding with state awards;
- being nominated their candidates for elected and specially appointed positions;
- becoming member in public councils and interdepartmental collegial bodies under state bodies;
- participation of business entities established by them and (or) with their participation in public procurement and public-private partnership transactions as participants (executors), tenders and competitive bidding related to the privatization of state assets;
- holding executive positions in organizations with a state share of over 50 percent and state educational institutions.
From January 1, 2022, the same decree introduces the declaration of income and property by civil servants, their spouses and minor children. They will be banned from having accounts and property abroad. Liability will be introduced for failure to take measures to disclose and prevent conflicts of interest.
