The President Shavkat Mirziyoyev on February 8 signed a Decree "On measures for improving accessibility of legislation."

As noted in the official comments to the Decree, so far in the country there has not been a unified mechanism and procedure for raising public awareness on legislation, regulations were published without comment, concepts and other reference materials, there was no effective coordination among government agencies on legal information.

The decree provides for the establishment of a single procedure for accessibility of legal acts, the definition of new approaches in this area, strengthening the mechanisms of execution of new laws and explanations to the public of their essence and meaning.

From now on, the state bodies responsible for enforcement and making available to the public, will be written in the texts of draft laws introduced to the Legislative Chamber and  after signing of a legal act will mandatorily develop an action plan for enforcement and ensuring accessibility to legislation.

Explanatory note, which contains a summary of the grounds of a draft legal act, its meaning, the expected results from adopting it, as well as comparative tables amendments to legislation will be published in the National database of Uzbekistan legislation (Lex. uz).

The Ministry of Justice is authorized to coordinate and monitor the activities of state bodies on the accessibility of legal acts. From now on, all legal acts within one day from the date of adoption shall be sent in electronic and paper form to the Ministry of Justice, which makes available within one day to all government agencies and organizations in electronic form on a list established by the Cabinet of Ministers.

For raising public awareness on new legislation, it is provided for the establishment of legal information groups, airing on TV and radio, publication of articles and information materials in the mass-media.

Decree approved the new composition of the Interagency coordination Council of state bodies on legal information and education, and its territorial commission, consisting of representatives of law enforcement agencies, courts, government bodies, educational institutions and other organizations.

The Ministry of Justice and its territorial branches will make the annual report on accessibility of normative and legal acts to the Senate of the Oliy Majlis and the Council of deputies.

It provides for the development of a draft law "On providing access to legal information", which defines the mandatory distribution of legal information in educational, information and library institutions, citizens' self-government bodies;
