The draft of the new version of the Local Authorities Law, prepared by the Ministry of Justice, has been published for public consultation.
The new version proposed that draft regulations of local government bodies shall be subject to mandatory legal check in the Ministry of Justice of Karakalpakstan, the provincial and Tashkent justice departments.
The powers of the mayors are proposed to be expanded and include such as issuing permits for the use natural resources and building utility networks and facilities, creating conditions for doing business and improving investment climate, and others.
According to the document, governors of provinces, mayors of districts and cities at least twice a year shall report to the public on their activities. The activities of mayors are planned to be studied comprehensively quarterly by the Cabinet of Ministers, the council of people's deputies and the higher governor/mayor.
Governors/mayors, his deputies, other employees are not entitled to occupy other paid jobs, with the exception of cases provided for by the legislation, the draft notes.
The draft new version of the law also specifies the cases of early termination of powers of a governor/mayor, among them the entry into legal force of a court conviction against a governor/mayor, his departure from Uzbekistan for permanent residence and others.
