President Shavkat Mirziyoyev signed the Making Changes and Addenda to Some Legislative Acts of the Republic of Uzbekistan Bill into Law.

According to the amendments, the Legislative Chamber (Article 79 of the Constitution of the Republic of Uzbekistan), subject to approval by the President, shall be entitled the power to review and approve the candidates for the Cabinet of Ministers at the proposal of the Prime Minister.

Consequently, the President’s powers have also been amended in the part of approval of members of the Cabinet of Ministers at the proposal of the Prime Minister after approval by the Legislative Chamber (clause 11, part 1, article 93 of the Constitution of the Republic of Uzbekistan). Before the amendment, there was no requirement of approval by the Legislative Chamber.

The relevant changes implying the new procedure have also been made to the Cabinet of Ministers, the Senate and the Legislative Chamber Laws.

The candidate will have to present action plans to the Legislative Chamber, which shall include legal, economic, social, organizational and technical measures interrelated with the government's action program to achieve future targets and objectives.

If the candidate is rejected, the Prime Minister submits a new nominee for review and approval.

In addition, the Prime Minister, together with members of the government, should submit to the Chambers of Oliy Majlis a quarterly report on the implementation of the state program for the relevant year.

These changes and additions shall take effect on April 1.

The practice of approving candidates for members of the government by the parliament, and not by the president, was proposed by Shavkat Mirziyoyev in his annual address to the parliament on 28 December.
