President Shavkat Mirziyoyev signed a decree yesterday creating a new system for recruiting of senior civil service executives through competitive exams.

The document endorsed the proposal of the Innovations ministry, the Academy of public administration under the President and Buyuk Kelajak international NGO to hold once in three years of a nationwide exam Taraqqiyot (transl. Progress) to recruit executives.

Uzbek nationals aged between 30 and 45, who completed undergraduate degree, and who have at least three years’ experience in an senior executive position can sit the exam. A national commission responsible for holding the exam has been formed, the Academy of public administration assigned as its working body.

The winners shall be entitled for prize money and three-month courses entitled: Presidential Program for Senior Executives given by ministers, heads of agencies, departments, big companies, local and foreign specialists and scientists at the Academy of Public Administration and the Scientific and research center for corporate governance. Training will include internships at foreign public institution. Graduates of courses will be appointed to senior positions in government bodies in their respective area.

The decree establishes that the appointment of winners senior government jobs, as well as monitoring the finalists included in the reserve for further promotion or appointment to senior positions, shall be closely performed by the Presidential office.
