The Senate has approved a bill ratifying the Treaty on Permanent Good-Neighborliness, Friendship and Cooperation between five Central Asian states and China. The document sets out the legal basis for long-term cooperation in trade, investment, transport, energy and digital technologies.

At its plenary session on October 3, the Senate approved the bill ratifying the Treaty on Permanent Good-Neighborliness, Friendship and Cooperation between the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan, Turkmenistan, Uzbekistan and the People's Republic of China (Astana, June 17, 2025).

The treaty is the first multilateral international agreement signed under the "Central Asia–China" format. It establishes the legal foundations for long-term cooperation between the Central Asian states and China.

The treaty provides for developing strategic partnership based on the principles of sovereign equality, territorial integrity, non-interference in internal affairs, non-use of force and peaceful settlement of disputes.

The document also calls for expanding mechanisms for political dialogue, developing trade, economic and investment cooperation, strengthening transport and communication links, and deepening cooperation in energy, industrial cooperation, digital technologies, "green" development and humanitarian fields.

According to a Senate statement, implementing the treaty will create new opportunities for key projects, including building the China–Kyrgyzstan–Uzbekistan railway, developing transport corridors, modernizing logistics infrastructure and expanding the Electronic Silk Road trade platform.
