A neighbourhood council chief in Kushrabot district, Samarkand province has been penalized for sexual harassment.
The ruling says U.Ch., 42, head of the Katta Okmachit neighborhood in Kushrabot District, sexually harassed a woman living in the area. He messaged her on Telegram, proposed sex, and sent her obscene videos.
U.Ch. did not admit guilt in court. He said his wife had carried out the acts to find out whose number was saved in his phone.
The woman asked the court to hold him legally accountable.
"After a disagreement with my husband, I went to my parents' home," she said in her court testimony. "My mother-in-law, the mahalla head U.Ch. and a local women's activist came to reconcile us. They took me back to the home where I lived. At that time, the mahalla head took my phone number. Since then he has not left me alone, urging me to start a romantic relationship. Several times he sent me pornographic videos on Telegram. My family could fall apart because of this."
The court found U.Ch. guilty of offenses under Part 1 of Article 41-1 (Sexual harassment) and Article 189 (Producing, importing, distributing, advertising or displaying pornographic products) of the Administrative Liability Code. He was sentenced to five days of administrative arrest.
