Shavkat Mirziyoyev heard the annual report of the Chairman of the Supreme Judicial Council on the state of affairs in the system and factors that obstruct justice or lead to corruption, the presidential press service said.
According to the information, 59 judges' terms of office were terminated early in 2025, including 19 dismissed for violating their oaths and the Code of Judicial Ethics, three judges were subject to criminal liability, and 58 judges were demoted. Following the assessment, 33 judges were deemed unfit for further appointment, and 266 judges were subject to disciplinary action.
Five submissions regarding interference in the work of courts were filed to the Prosecutor General's Office. A system for promptly filing reports of violations of judicial immunity has been created on the official website of the Supreme Judicial Council. The creation of a Disciplinary Board of Judges to ensure the objective application of disciplinary sanctions has been proposed. Initiatives have also been put forward to introduce a system for declaring assets for judges and their family members.
If income declaring is implemented, judges' income and expenses will be compared, their source of funds will be analyzed, and potential conflicts of interest and affiliations will be checked. Any discrepancy between income and assets may be grounds for disciplinary action and investigation, including criminal prosecution.
Furthermore, compliance monitoring is expected to be implemented; the system will prevent corruption risks and conflicts of interest within court offices. Plans have been announced to establish a transparent and fair hiring process for court office staff.
