The parliament chambers passed approved amendments aimed at improving the budget system, which have been submitted to the president for reviewing.
Deputy Minister of Economy and Finance Akhadbek Khaidarov, during his December 3rd presentation to the Legislative Chamber, announced that one of the key innovations would be the abolition of creating temporary expense estimates for budget-financed organizations starting in 2026.
Instead, expense estimates and staff lists must be approved no later than December 20th of this year and registered with the economic and financial authorities by December 25th.
Now, estimates are approved by March 10th and registered by April 1st.
As part of the budget digitalization, it is planned to move the deadline for submitting the annual consolidated budget execution report to the Cabinet of Ministers forward by a month, to March 1st (instead of April 1st).
The amendments have also suggested to expand the list of reports submitted to the Legislative Chamber to include data on the execution of extra-budgetary funds of budgetary organizations and on the state debt.
They have also proposed to empower the Cabinet of Ministers to approve the forms of reports submitted to the Accounts Chamber and the Legislative Chamber following the results of the external audit of consolidated budget execution.
Based on the January 30, 2025 presidential decree, the amendments have proposed to stipulate:
- annual report on achieving of the Consolidated Budget and the report on achieving the state budget for the first half of the year shall be approved by the Legislative Chamber;
- reports for first quarter and nine months shall be approved by the Budget and Economic Affairs Committee.
The Cabinet of Ministers will be required to submit quarterly reports on the execution of the state budget to the Legislative Chamber, along with the operational conclusion of the Accounts Chamber, no later than the end of the second month following the reporting period. In this regard, the law on the Accounts Chamber is being supplemented with a provision on "operational conclusions."
According to the document, the Council of Ministers of Karakalpakstan, provincial governor offices, and the city of Tashkent will approve quarterly budget revenue forecasts administered by tax authorities.
District and city mayor offices have been given directives to publish quarterly information on the funding of public opinion-based activities (Open Budget) on official websites and the Open Budget portal by the 25th of the first month of the following quarter.
Funds recovered by the Accounts Chamber and the State Financial Control Inspectorate through optimization or identified additional revenues are proposed to be allocated to socioeconomic development based on presidential decisions.
A separate set of amendments concerns strengthening the parliament's role in developing the Social and Industrial Infrastructure Development Program. The Cabinet of Ministers will annually submit a portfolio of projects to the Legislative Chamber for discussion by factions and relevant committees, after which the deputies' proposals will be submitted to the government.
