The President Shavkat Mirziyoyev signed the Measures to improve the efficiency, proactivity and effectiveness of governance Decree Monday.

According to the decree, the chief of the Presidential Administration, her deputies, aides, advisers, presidential representatives and chiefs of structural divisions shall be appointed and sacked by the president.

The chief of the Presidential Administration (Saida Mirziyoyeva) has the authority to approve the staffing schedule of the administration employees.

She is also entitled to appoint and sack deputy advisers to the president, deputy chiefs of structural divisions of the administration, the chief of the Compliance Service, the chief of the chancery, and the management personnel of the administration (including those who were previously appointed by presidential decree).

At the same time, all rights, benefits, guarantees, powers and other norms apply to these employees, including a special procedure for issuing clearance to use state secrets, as if they were appointed personally by the president.

These rules shall be valid until the relevant laws are amended.

The Chief of the Presidential Administration may also engage (hire) local and foreign specialists and experts, including scientists, research fellows and researchers, to implement development projects based on the project management principle on the basis of direct contracts.

The Chief of the Presidential Administration also has the right to determine the payment for services (salaries) in national or foreign currency for local and foreign specialists and experts, while independently determining the amount of their remuneration.

According to the PA’s regulations, the Chief of the Presidential Administration shall approve annual expense estimate, as well as documents related to the financial and economic activities of the administration (bonuses and incentives for employees, provision of financial assistance and other matters).

The funds of the Administration Assistance Fund shall be managed by the Chief of Staff (Zelimkhan Khaidarov) in agreement with the Chief of the Presidential Administration.

Advisers

Advisers to the President and chiefs of departments of the Presidential Administration are required to submit a list of development projects in the areas they supervise within 10 days for approval.

The Communications Department (the President’s spokesman Sherzod Asadov) has been instructed to develop and submit for approval a state communications strategy within a month.

The Chief of the Presidential Administration Saida Mirziyoyeva has been issued a directive to conduct certification of the PA’s management personnel within two weeks to assess their performance, as well as to select the most worthy personnel with high potential and abilities.

The Chancellery of the Administration, together with other structural divisions, must introduce modern digital tools, such as artificial intelligence, video conferencing, and event monitoring, within a month to improve management efficiency.

Advisers to the President and chiefs of divisions of the Administration have been instructed to discuss on a regular basis (at least once a week) the state and prospects for development of affairs in assigned areas.

They should also conduct ongoing monitoring of socio-economic development processes, collect information on the state of affairs and development prospects of regions and industries. Based on the analysis, make proposals to the President of Uzbekistan specifying ways to solve pressing problems.

They are also responsible for monitoring the timely formation and full implementation of state programs for socio-economic development, including:

  • implementation of investment projects,
  • public-private partnership projects,
  • implementation of large projects in regions and industries.

The presidential advisers and chiefs of structural divisions of the Presidential Administration are instructed to take measures to improve the organizational structures and working methods of executive bodies to further improve the business environment, use new growth opportunities, increase incomes of the population, digitalize activities, and strengthen the responsibility and accountability of officials.

They must also improve the efficiency of the departments and sectors within the division by shaping activities based on modern requirements, independently distributing tasks, and promptly mobilizing employees to resolve pressing issues.

As previously reported, 284 staff positions have been cut in the new structure of the Presidential Administration and the organizations of its system. Five positions of deputy heads of the Presidential Administration have been introduced, new departments have been created, including for public safety and the rule of law, as well as for digitalization and artificial intelligence.

In addition, the presidential decree abolished the for Information and Mass Communications Agency (IMCA), its duties in terms of oversight and monitoring in the field of information have been transferred to Uzkomnazorat. The Foundation for the Development of Culture and Art and the Center for Mass Communications are transferred to the subordination of the Presidential Administration.
