The Anti-Corruption Agency has published a rating of the effectiveness of the anti-corruption measures in government bodies of Uzbekistan in 2023. Last year, the agency examined 95 government organizations, of which 59 were re-evaluated, and 36 were inspected for the first time. 42 bodies receiving 81-100 points received a “good” rating, 38 government agencies received a “satisfactory” score (55-80 points), and 15 government agencies received an “unsatisfactory” score (below 55 points).
To ensure the impartiality of the results and an independent assessment, a group of experts was formed, consisting of representatives of civil society institutions, who independently reviewed the results of the assessment of the Anti-Corruption Agency and presented conclusions, the statement said.
An “unsatisfactory” rating was awarded to those who did not take measures to create an anti-corruption system, including failure to identify corruption risks, implement measures to prevent and identify conflicts of interest in hiring, appointment and public procurement, failure to establish communication channels for reporting corruption and other reasons.
The highest scores were received by the Ministry of Mining and Geology (94 points), the Central Bank (93), the Uzkimyosanoat, the Technical Regulation Agency (90), Uzbekneftegaz (90), Uzbekistan Railways (89), Navoi Mining and Metallurgical Plant (89), Ministry of Employment and Poverty Reduction (88), almost all state banks, Uzbekistan Airways (87) and others.
The leaders of last year's rating - the Customs and Tax Committees - slipped in the ranking, although they remained in the “green” zone.
Government bodies that receive a “satisfactory” rating will be given recommendations for improving anti-corruption activities.
For those who received an “unsatisfactory” rating, a program of measures will be developed aimed at rectifying the identified shortcomings in the fight against corruption, and their managers will have to report on the implementation of these measures at a meeting of the National Anti-Corruption Council.
