Footage of a conflict between a police officer and a teenager in one of Tashkent supermarkets surfaced on social media on Wednesday.
The footage shows a police officer grabbing a young man by the hand and saying: “Lad, you are still a minor, you are not resisting the requirements of a police officer. Let's go."
The teenager tries to remove the officer's hand and says he doesn't want to go.
Officer: You are resisting a lawful demand of a police officer?
Teenager: No I am not, but you are making an unlawful one.
Officer: I'm making a lawful demand. Did you call 102?
Second Officer: Who are you anyway? Do you have an ID?
Teenager: You talked to my parents...
Officer: Let's go (grabs the hand again).
Teenager: I'm telling you that I won't go. Keep off your hands.
Officer: Lad, let's go. Don't create a problem.
Teenager: Okay, take your hand away, dear officer.
Officer: There is article 194 [of the Code of Administrative Responsibility] on resisting the lawful demand a police. You are not complying with legal requirements.
Teenager: I have to obey a lawful demand, right?
Officer: You must comply with lawful demands.
Teenager: But you are making an unlawful one.
Officer: What do you mean?
Teenager: You want to take me [to a police station].
Officer: Yes, of course. [The question] cannot be resolved here. Your parents will come and everything will be decided there.
Teenager: I will go there with my parents.
Officer: Parents will go there.
Teenager: Call, call (referring to the girl who was shooting the video).
The girl filming the video asks who to call. The teenager answers: "102". Two officers take him by the arms to take him out of the supermarket.
The conversation between the staff and the teenager continued outside.
Officer: You called 102.
Teenager: Apparently, you don't understand.
Officer: You know you called 102. What should you do after calling 102?
Teenager: The officer must register the call ...
Officer: To file a complaint, you must do it in writing.
Teenager: What if I don't want to write it?
Officer: No, then why did you call?
Teenager: I reported an incident.
Officer: You must come with a complaint...
Teenager: According to article [presumably 16], even if you apply verbally, you are required to register it. Take off your hands.
Officer: (Grabs the teenager's hands). Dear citizen, dear citizen.
Another officer asks not to record a video and not to upload it to social networks without permission.
Teenager: You can place. We will post.
Officer: Now a minors officer will come ...
Teenager: You say it's legal, but you can't prove it.
The reaction of the Tashkent police department
The Tashkent police department stated that the incident took place on December 18. At about 2:30 pm, a minor Yu.S. (born in 2007) called the number "102" and reported a conflict with officers of a confectionery in one of the shopping malls in the Bektemir district. Arrived at the scene, the officers of the Patrol and sentry service of the UKD of the Department of Internal Affairs treated the minor rudely, the department admitted.
“The leadership of the Central Internal Affairs Directorate of Tashkent condemns cases of rude treatment of officers towards citizens. In connection with the situation on the video, an official check was appointed against the officers of officer. The internal audit will be completed in a short time, strict measures will be taken against the guilty officers, ”the department noted.
The Police Law contains an Article 10 on Obligation to Obey the Lawful Demands of a Police Officer is one of the most vague and arbitrary articles of any Uzbek regulation. The wording says:
“The lawful demands of a police officer, within the scope of his powers, including compliance with the law, submission of documents, investigation materials and other information, providing an expert, coming to a police department and giving explanations about the detected violations, as well as their reasons and their occurrence, are mandatory for all state bodies, other organizations, officials and individuals.”
