Uzbekistan will offer cash rewards to people who report violations of licensing procedures, under a new government resolution approving the mechanism for such payouts.

Under the resolution — officially titled "On the Procedure for Rewarding Individuals and Legal Entities Who Report Violations of Licensing, Permit and Notification Procedures to Authorized Bodies" — whistleblowers can file reports through a dedicated electronic system or the Justice Ministry's mobile app.

Reports must include:

• the whistleblower's passport or ID card details (for individuals);
• the reporting company's name and taxpayer identification number (for legal entities);
• the whistleblower's phone number;
• the whistleblower's bank card or account details;
• the type of violation;
• the location where the violation occurred;
• photo or video evidence of the violation, if available; and
• a written explanation of the incident.

Authorities are barred from requesting any additional information or documents beyond this list. A report will be dismissed without review if the information provided cannot be verified or if the same violation has already been reported. In such cases, the responsible agency must issue a decision declining to review the report within three business days, stating its reasons, and notify the whistleblower either through the electronic system or by SMS.

Any photo or video evidence submitted must clearly show the violation itself, identifying details about the offender (if available), and the date and time the violation occurred. Authorities are required to review whistleblower reports within 10 business days.

If the information provided is confirmed and a fine is subsequently imposed on the offending party — either by the authorized agency or by court order — the whistleblower will receive a one-time cash reward equal to 10 percent of the fine collected. Accepting the reward is voluntary, and payment is made directly to the whistleblower's bank card or account. Once the reward has been paid out, any remaining funds from the fine are distributed in accordance with existing legislation.

The resolution takes effect December 8, 2026.

Similar cash rewards are already available in Uzbekistan for reporting violations of industrial, radiation and nuclear safety rules, as well as for reporting or helping to expose crimes related to illegal drug trafficking. Authorities also plan to extend the incentive system to cover reports of violations involving competition and advertising rules.
