Only 4% of Uzbekistan's adult population holds a savings or fixed-term deposit account, despite 86% of adults having a bank account, the Central Bank said in its 2025 financial inclusion index report.
The accessibility index for savings products came in at 56 points — the lowest of the three main categories measured, trailing payment services at 69 points and credit products at 64 points.
The Central Bank noted that savings products remain underused overall, but usage stays relatively strong among those who do hold deposit accounts. During the reporting period, 66% of deposit accounts were active, meaning they saw more than three transactions over the preceding 12 months. That translated into a usage index of 68 points for savings products, well above the 56-point accessibility score.
The quality index for savings products came in at 53 points, a figure shaped by the weighted average interest rate on new fixed-term deposits for individuals and a low rate of complaints about deposit services.
