President Mirziyoyev signed decree on November 28 launching a pilot project to implement a new tax management model. The decree provides for using an electricity billing system for collecting tax arrears starting January 1, 2026. This step will apply to debts totaling more than 1 million soums in property and/or land taxes of natural persons.
The new model, proposed by the Tax Committee and the Ministry of Economy and Finance, is being piloted in the Namangan province.
The press service of the Provincial Electric Networks said that the new system halts payment of electricity bills for households with land and property tax arrears at over 1 million soums. This mechanism will be similar to the practice in Tashkent, where electricity bills for those with waste collection arrears have been capped since August.
According to the Economic Research and Reform Center, as of July 12, 369,000 individuals in the Namangan province had outstanding property and land taxes. Of these, 43,400 (12%) owed over 1 million soums.
The Tax Committee has been given directives to analyze this experiment findings by October 1, 2026, and submit proposals to the Cabinet of Ministers for its implementation in other provinces of the country.
