On November 26, the President Mirziyoyev signed a decree founding the International Center for Digital Technologies, Enterprise Uzbekistan.

According to the decree, the center is deemed a separate territory (jurisdiction) with a special legal regime based on the norms and principles of the England and Wales law or the standards of major international financial centers.

While, special procedures will apply to Enterprise Uzbekistan residents in tax and customs administration, regulation of labor relations, protection of personal data and intellectual property, provision of public services and dispute resolution.

Disputes of residents of the center (as well as other business entities, by mutual consent of the parties) will be considered by an independent specialized court that is not part of the judicial system of the Republic of Uzbekistan.

The Cabinet of Ministers has been given directives to file a draft constitutional law of the International Center for Digital Technologies within 3 months.

Thus, in this center, IT companies will have the opportunity to operate and invest in a legal environment close to the "rules of the game" that apply in the world's leading technological and financial centers. The most striking example of this in world experience is the Dubai International Financial Centre (DIFC), opened in the United Arab Emirates in 2004, which was later followed by other countries, including Saudi Arabia (KAFD), Qatar (QFC) and Kazakhstan (AIFC, opened in 2018). Enterprise Uzbekistan will also be an analogue of such centers.
