The Industry, Radiation and Nuclear Safety Committee has prepared a draft resolution that provides for the establishment of basic standards for building and encouraging safety culture at nuclear plants and at entities servicing them.

The draft provides for implementation of uniform standards for the development of a safety culture for organizations operating in the nuclear sector.

The new standards are aimed at setting the safety as a priority in the activities of managers and employees at nuclear power plants, creating an environment of open dialogue and enhancing personal responsibility.

The draft has recommended building safety culture in entities be carried out based on a three-stage model:

  • the visible level - that is, the attitude to safety manifested through the behavior of employees and the organizational environment;
  • the level of values ​​- safety values ​​expressed through entities’ policy and internal regulations;
  • the level of deep concepts - the integration of a safety culture into the organization's philosophy.

The draft pointed to the importance of strengthening collective responsibility through the personal example of leaders, open communication and the creation of an atmosphere of trust. At the same time, it is emphasized that each employee should understand the impact of their activities on the safety of the nuclear power plant and learn from them instead of hiding mistakes made in the work process.

It includes measures to support a safety culture, such as improving the system of selection, training and advanced training of employees, conducting trainings, emergency exercises, and developing teamwork and effective communication skills of employees.

The implementation of the new standards will not only ensure a safe working environment at nuclear power facilities, but also enhance Uzbekistan's compliance with international nuclear safety standards.
