Draft National night economy development program Resolution has been drafted in Uzbekistan, the Strategic Reforms Agency (SRA) said.
The draft contains the main area for the development of the night economy 2030 and measures to achieve the goals, and in particular has proposed to switch, 320 streets to round-the-clock mode in Uzbekistan. They will house 8 thousand cafes, restaurants and bars, as well as 14.2 thousand trade and service outlets around the clock.
The draft contains plans for opening of new restaurants, cafes and bars and other entertainment venues, the creation of Wi-Fi areas and mobile clinics, concerts, festivals and other events. The implementation of plans will create over 11 thousand jobs and attract up to 190 thousand local and foreign tourists annually.
According to the proposals, round-the-clock streets will be allowed in provincial and district centers, as well as in cities with a population of more than 50 thousand people. Areas from 800 meters to 2 km long should cover objects with high tourist appeal.
Venues on 24-hour streets will be divided into two categories. Some will operate 24 hours a day on Fridays, Saturdays and Sundays, while others will operate daily from 9:00 am to 3:00 am. The draft has proposed to designate clear requirements for compliance with noise standards for venues. All such areas will be subject to 24-hour video surveillance as part of the Safe City system, as well as patrols by the Ministry of Internal Affairs and the National Guard.
The draft resolution has also suggested to introduce the positions of night economy managers in the mayor offices of all Tashkent’s districts, as well as Nukus and provincial centers, equivalent to deputy mayors. They will be in charge of creating infrastructure on 24-hour streets, attracting tourists, organizing events and ensuring security.
The speed limit on 24-hour streets will be to 20 km/h. Parking lots, including multi-level ones, will be set near the areas.
A management company will be assigned to each 24-hour street and area on a competitive basis. According to the SRA, this step was proposed by entrepreneurs of Tashkent’s Mirabad district. Its goals will be:
- management of common property, its maintenance and repair;
- land improvement, sanitary cleaning, waste removal;
- maintenance of public infrastructure in working order;
- assistance in solving the daily problems of entrepreneurs working on the streets and in the areas.
In addition, it is planned to organize night buses along the 24-hour streets, with special night routes connecting them with airports and train stations.
