MPs of the Legislative Chamber at a meeting on Tuesday passed the bill on ratification of a treaty between the governments of Uzbekistan and Turkey on the transfer of convicts. As an exception, the document was adopted in three readings at once.

Deputy Prosecutor General Erkin Yuldoshev made a report on the bill. According to him, the treaty had been signed during the visit of Turkish President Recep Tayyip Erdogan to Uzbekistan in March.

The treaty was developed in accordance with the action plan to strengthen security, military and military-technical cooperation between Uzbekistan and Turkey, approved by the Secretary of the Security Council under the President of Uzbekistan on May 18.

He said that the adoption of the bill will create conditions for foreign citizens who have committed a crime and are deprived of their liberty to serve their sentences in their country, as well as increase the efficiency of work on their re-education and social rehabilitation.

The bill stipulates that foreign nationals may be transferred to their country to serve their sentence or the remainder of their unserved sentence. The receiving party must ensure that the sentence is served in full, without worsening the position of the convict.

The sentence imposed on the convicted person shall be served on the basis of the judgment of the court of the state of sentencing. The court of the state of execution of the sentence, based on the sentence passed, decides on its execution.

All expenses (except those incurred exclusively in the territory of the sentencing state) associated with the transfer of the convicted person shall be borne by the state of enforcement.

During the voting, the bill was approved by 127 deputies out of 131. The document will now be considered by the Senate, after which it must be signed by the president.
