19 children, left without parental care in Russia, left unattended and in need of help were brought back to Uzbekistan with the assistance of the relevant authorities.
According to the report of the Ombudsman, a working group was formed and, with the cooperation of the police, the Ministry of Health and officials of the Embassy of Uzbekistan in Russia, measures were taken to return to their homeland minors left unattended and cared for in a foreign country and in need of help.
Members of the working group found out where children are kept in different cities of Russia, what is their state of health, and collected the necessary documents. During the trip, each of the adopted children was examined by employees of the Ministry of Health and taken home.
Article 14 of the Guarantees of the Rights of the Child Law defines the guarantees of the child's right to protection against illegal transfer, according to which every child has the right to protection against illegal transfer and non-refoulement from abroad.
The departure of a child abroad can be carried out only with the consent of the father and mother or persons replacing them in accordance. Any dispute between the father and mother or foster parents on this matter shall be resolved by the court.
Parents or persons replacing them must immediately report the disappearance of the child to the relevant authorities. Children unaccompanied by parents or guardians have the right to a guaranteed return to them.
