From 2023, it is planned to hold an Oltin Kalam International Prize competition the based on democratic principles "in the most open and transparent form." This is stated in the President’s June 27 decree.
The main prize of the Oltin Kalam award will be a car. The winner will be awarded a one-time cash prize of 200 times, for the second - a prize of 175 times, for the third - a prize of 150 times the base settlement unit (1 BSU= USD 30).
For each of the 12 Honorable Mentions, the winners will receive a one-time cash prize of 100 times the BSU.
While, quarterly for regular encouragement of active journalists:
- authors shall be awarded a cash prize in ascending order from the minimum to 50 times the BSU for up to 100 best materials published in the media;
- a competition is announced for state grants and state social orders for the preparation and publication in the media of up to 100 best analytical materials of practical and relevant importance.
An electronic platform will be launched - a system of electronic identification by the public and qualified independent experts of the best stories in an open and transparent way.
In addition, journalists and editorial staff who permanently work in the media as their main place of work, for at least one year, are compensated for 50% of the costs of teaching foreign languages at training courses, not exceeding 15 times the size of the BSU. At the same time, they must have a national or corresponding international certificate in foreign languages of level B2 and above and submit documents confirming the actual costs associated with training. The costs of passing the exam for obtaining a national or international certificate in foreign languages of level B2 and above shall also be fully compensated.
In order to improve the system for protecting the rights of journalists, the Union of Journalists of Uzbekistan will assist in the pre-trial resolution of conflicts that arise between journalists and government agencies, individuals and legal entities. In addition, the Union of Journalists will participate in criminal proceedings regarding the professional activities of journalists as their public defender.
In 2023-2024, 50 journalists and editorial staff will be sent to foreign countries to improve their skills, study experience, undergo internships and participate in prestigious media events.
For them, training courses will also be organized with the involvement of foreign qualified specialists.
As we reported earlier, by the same resolution, the media will receive a 50% profit tax relief for three years, and will also be able to import printing and other equipment with zero customs duty.
