The President Shavkat Mirziyoyev signed the Security Activities Bill into Law on Thursday. As per the law, the main tasks of security activities are:
- protecting the life and health of individuals from encroachment;
- protection of property and objects of individuals and legal entities from encroachment;
- maintenance of public order, prevention and suppression of offenses on the territory of protected objects;
- provision of access control and intra-facility security regimens at protected objects of legal entities.
State policies in the field of security is carried out by the National Guard. It is not allowed to carry out security activities by individuals and security organizations of foreign states, including private organizations.
At the request of individuals and legal entities, the National Guard shall carry out security activities on a contractual basis. In line with the law, the entities carrying out security activities in accordance with the contract for the provision of security services are obliged to compensate in full the damage caused to the protected object as a result of their actions (inaction).
The use of physical force, special tools and service weapons by military personnel and employees of security units of state bodies is carried out in the manner prescribed by law. Subjects carrying out security activities may use service dogs to perform the task.
The Law will take effect after three months from the date of its signing.
