The Commission on Constitutional Reform at a meeting on June 3 reviewed the proposals received to amend the Constitution. The chief of the commission, first deputy speaker of the Legislative Chamber Akmal Saidov noted that among the proposals there was a proposal to turn Uzbekistan into a parliamentary republic.
“You know, there are types of government such as presidential, parliamentary (Germany) and semi-presidential (France). They proposed that Uzbekistan should become a parliamentary republic, but they do not have clear proposals on how it should be,” he said.
He noted that Germany is a parliamentary republic, where there is a president, but the top person is the chancellor. Italy also has a president, but the main person is the prime minister.
“I think there is no country in the world today where the head of state would enhance the parliament’s role. Many heads of state try to hold back the parliament, they are interested in parliament’s having less powers. And over the past five years the parliament’s powers have significantly expanded in our country. I think it’s too early for us to move to a parliamentary republic, perhaps it’s not even necessary,” said Akmal Saidov.
At the end of May, it was reported on the results of the first meeting of the Constitutional Commission on amendments to the Constitution. Then dozens of proposals were received that relate to articles 13, 15, 29, 37, 40, 41, 53, 78 and 80. The press secretary of the commission, Odiljon Turdiev, answered a question that among them there were no proposals on article 90, which establishes requirements for presidential candidate and his term of office.
President Shavkat Mirziyoyev announced the need to reform the Constitution in his inaugural speech in November, specifying that such a proposal comes from the people of the country. In congratulating the people of Uzbekistan on the occasion of the 29th anniversary of the Constitution in December, Shavkat Mirziyoyev proposed nine areas in which the Basic Law should be changed. He proposed to adopt amendments to the 30th anniversary of the Constitution - by December 8, 2022.
