President Shavkat Mirziyoyev has signed a new decree aimed at improving the efficiency of hazardous waste management across Uzbekistan.
Under the new regulations, beginning January 1, 2027, all corporate entities generating hazardous waste will be legally required to draft annual waste management plans based on environmental impact assessments. These plans must be formally approved by regional branches of the Waste Management and Circular Economy Development Agency.
The mandatory annual plans must outline concrete strategies to minimize hazardous waste volumes, increase recycling rates, and ensure safe storage. Furthermore, companies must arrange for the safe transfer of waste to specialized organizations that possess the official permits and infrastructure required for recycling, decontamination, utilization, or disposal.
Additionally, specialized containment facilities and open plots currently storing decommissioned hazardous waste will be transferred to the agency free of charge. This transfer will include the allocation of the necessary funding to carry out environmental rehabilitation and site remediation.
The decree also establishes an interim milestone: effective October 1, 2026, waste-producing organizations must begin tracking and compiling comprehensive year-end statistical reports on their hazardous outputs. These sweeping measures are expected to optimize hazardous waste management nationwide, significantly boost recycling capacities, and strengthen environmental protection frameworks.
