MPs of the Legislative Chamber passed the bill expanding the powers of the National Guard officers in the first reading. This was announced today by the UzLiDeP MP Rasul Kusherbaev.

In particular, the bill proposed to give the National Guard the right to consider offenses under the following articles of the Code of Administrative Responsibility and impose fines:

  • part 1 of article 187 (consumption of alcoholic products in public places);
  • article 188 (engaging a minor in antisocial behavior);
  • article 188-2 (admitting a minor(s) to entertainment venues at night);
  • article 192 (noise nuisances).

In addition, in case of detection of administrative offenses provided for by the following articles of the Code of Administrative Offenses, officers of the National Guard will be entitled to draw up protocols on an administrative offense and send them to the court for consideration.

  • 61 (petty theft);
  • 183 (petty hooliganism);
  • 184-2 (illegal production, storage, import or distribution of materials of religious content);
  • 184-3 (production, storage or distribution of materials promoting national, racial, ethnic or religious hatred);
  • 185 (shooting from a firearm in violation of the established procedure);
  • 185-1 (illegal circulation of pyrotechnic products, with the exception of offenses related to violation of customs legislation)
  • 185−2 (carrying bladed weapons or objects that can be used as bladed weapons);
  • 185-3 (Illegal circulation of items, the circulation of which as civilian and service weapons is prohibited on the territory of the Republic of Uzbekistan);
  • 186 (manufacture for the purpose of sale by citizens of strong alcoholic beverages of home production);
  • part 2 of article 187 (consumption of alcoholic products in public places, committed repeatedly within a year after the application of an administrative penalty)
  • 188-1 (involving a minor in an administrative offense);
  • 188-3 (begging);
  • 189 (manufacture, import, distribution, advertising, demonstration of pornographic products);
  • 189-1 (manufacture, import, distribution, advertising, demonstration of products promoting the cult of violence or cruelty);
  • 190 (engagement in prostitution);
  • 191 (gambling and other risk-based games);
  • 194−1 (resisting a serviceman (officer) of the National Guard of the Republic of Uzbekistan);
  • 195−1 (resisting to the performance of duty by military personnel (employees) of the National Guard of the Republic of Uzbekistan);
  • 196 (failure to take measures to implement the written submissions of the National Guard of the Republic of Uzbekistan and the police to eliminate the causes and conditions of offenses - in the part related to the National Guard)
  • 210−1 (violation of access control at especially important and categorized facilities or failure to perform obligations to ensure their protection).
