On July 2, the President signed a decree On additional measures to ensure transparency and improve the efficiency of public procurement.

According to the document, from July 5, corporate purchasers from among state-owned companies are required to post announcements and results on procurement on a special portal and in the media. For them, the currently valid public procurement procedures providing for direct procurement or without tenders, determined individually in accordance with the decrees and resolutions of the president and the government, shall also become void.

The corporate buyers are:

Navoi MMC;

Navoiyuran;

Uzbekneftegaz;

Uzmetkombinat;

Uzkimyosanoat;

Navoiazot;

Ferganaazot ;

Regional Electric Networks;

Uzbekistan Railways;

Khududgaztaminot;

Thermal Power Plants;

Uzbekistan Airways;

National Electric Grids of Uzbekistan;

Almalyk MMC;

Uzbektelecom;

Uztransgaz;

Uzavtosanoat;

Uzbekgidroenergo;

Uzbekkumir;

Uzbekistan Airports;

Uzbekgeofizika;

Uzikkilamchiranglimet;

State Unitary Enterprise Davlat belgisi;

State Committee for Geology and Mineral Resources, State Enterprise Geoltekhtaminot.

The list of those whose public procurement process will be monitored in a special procedure includes also budget-financed customers:

Ministry of Health care;

Ministry of Water Resources;

Ministry of Public Education;

Ministry of Housing and Communal Services;

Ministry of Preschool Education;

Ministry of Higher and Secondary Specialized Education;

Committee for Roads.

The document has formed a Republican Commission for Ensuring the Open and Transparent Implementation of Public Procurements, headed by the Prime Minister Abdulla Aripov. The Commission is instructed to conduct an inventory check of contracts of corporate and budget customers worth over US$ 1 million, including import contracts, within a month, and take measures to improve and optimize them. The Commission will also establish systematic control over the open and transparent conduct of public procurement.
